Proposal topics, anyone?

Here's the deal: I need a topic for a proposal. Some thing that needs fixing, or a bill that should/'nt be ped. It doesn't have to be monumental or anything, like fixing the economy. I have an annotated bibliography over this due soon, so whatever the topic is needs to have at least 5 good sources, and a lot of information. thanks!
