Serious question regarding my cat?

my cat is displaying odd behavior. he is a male and 10 months old. whenever you pick him up and stare in his face, he meows really loudly (almost like a scream) and tries desperately to scratch you in the face. he also kneads my thigh and suckles my skin. he is particularly affectionate over my other cat Sanji (male, he is two years old) he licks his face, bites his tail, his paws and tries other methods to agitate him. i dont know what to make of this? ive never had a cat with such a bizarre personality.
